EUROPOL: Ny flodvåg terrorister från Kalifatet på väg




Europols chef Rob Wainwright varnade i en intervju
i Evening Standard 26 augusti för en ny flodvåg av
jihadister på väg från kalifatet till Västerlandet:
 
Britain was today warned of a rising threat from Islamic State fighters sent “on mission” from Syria.
The alert came as the EU’s top law enforcement officer revealed that increasing numbers of jihadis are using fake documents to sneak into Europe.
Europol’s director Rob Wainwright said IS had taken a “strategic decision” to send its fanatics to attack the continent in an attempt to distract attention from battlefield defeats in its heartland.

He also highlighted the weapons trade on the “Dark Net”, saying it was a “major part of the security challenge” that is now facing Europe. Mr Wainwright said some IS extremists were using false Syrian passports in a bid to arrive undetected — with a small but increasing number posing as refugees.
Others were exploiting the “industrial scale” production of false documents by criminals to obtain EU passports and move freely over the continent.
Mr Wainwright said Europe also faced the return of thousands more extremists as IS crumbled in Syria in a “long, long struggle” that will pose an “onerous security challenge” for years.

The warnings, in an interview with the Standard at Europol’s HQ in The Hague, came as Mr Wainwright also:
  • Said a new squad of 200 counter- terrorism officers is to be deployed to the Greek islands within weeks to spot extremists seeking entry to Europe.
  • Predicted more attempted Paris-style “spectacular” attacks, saying there are more than 50 counter-terror investigations under way in Europe.
  • Warned of reports that extremists are attempting to radicalise migrants at refugee reception centres in Greece and the Balkans.
  • Revealed that “hundreds” of law enforcement operations are trying to stop illegal firearms being moved to Britain and other EU nations.
His comments come amid reports by the Italian newspaper La Stampa that fake passports intended for use by IS extremists were found by law enforcement staff at refugee camps in Greece.
That will heighten concern about the terror threat facing Britain and follows a recent warning by Met Commissioner Sir Bernard Hogan-Howe that it is a matter of “when, not if” Britain suffers another terrorist atrocity.
In his interview today, Mr Wainwright warned that this threat by returning foreign fighters was increasing.

“We’ve had cases, and they continue to be identified, of clandestine attempts at return — forged passports, assumed identity, typically a Syrian passport, to get into Europe, sometimes through the migratory/refugee channel.
“Some cases involve the use of a fake Syrian ID to claim asylum and on arrival in Greece — then help by an accomplice for onward journeys to other European countries.

“At this point in some cases another assumed identity is taken on, this time with a forged EU passport to travel within the Schengen free movement area. We continue to see more cases.” Mr Wainwright said that to reduce the danger Europol would deploy counter-terrorism officers to help border guards spot potential extremists. The system would be modelled on the techniques of British law enforcers at Heathrow.
He said: “The officers will, on rotation, be deployed to the Greek islands, maybe Italy. There will be a second line of defence. We hope to deploy some into the camps where the refugees, the asylum seekers, are being held.
“We are concerned over reports these kinds of reception centres are being targeted for radicalisation activities.”

At least two of those behind the Paris attacks last November are known to have re-entered Europe from Syria via Greece using false Syrian passports.
Mr Wainwright said Europol, which coordinates intelligence sharing be- tween EU members, was also trying to identify and bring to trial those trading in illegal arms and fake documents.
He added: “The criminal underworld is supplying industrial amounts of forged documents — principally for people-smuggling but some of which we know are being directed to terrorist networks. We also have tens of thousands of suspects involved in the illegal firearms trade.

Danmark: 68 års fängelse till sju islamistiska terrorister

Den Korte Avis gör idag en analys
av det islamistiska hotet mot Danmark
och konstaterar att just nu sitter sju
islamister i danska fängelser dömda
till 68 års fängelse för terrorism.
Samtidgt är minst ytterligare sju på
väg dit: Munir Awads liga och sharia-
gänget som greps i förra veckan.....

"Syv mænd med terror-domme på
tilsammen 68 år
Siden Glostrup-sagen i 2005 har der
ved de danske domstole været ført
en række terrorsager. De fleste i
hovedstadsområdet.

En gennemgang af sagerne, som
Den Korte Avis har foretaget, viser,
at der i øjeblikket sidder syv mænd
fængslet med terror-domme på
tilsammen 68 år.

Højeste domme på 12 år blev givet
i Vollsmose-sagen fra 2006 og i
Glasvejssagen fra 2007 – i sidste
tilfælde til en militant islamist med
 al-Qaida forbindelser, som havde
fremstillet sprængstoffet TATP
samt været i træningslejr i området
mellem Afghanistan og Pakistan.

PET: al-Qaida er fortsat på banen
med Danmark som mål
Sidste år blev flere højtstående
ledere i al-Qaida, blandt dem Osama
bin Laden, dræbt. Ligeledes lykkedes
det at få ram på en række ledere af
grupper med tilknytning til al-Qaida.

Selvom PET’s Center for Terroranalyse
(CTA) af samme grund konstaterer,
at al-Qaida er under pres, konkluderer
man dog i en rapport dateret 31. januar
2012, at ”al-Qaidas strategiske fokus
på Danmark er bevaret trods tabet af
flere centrale personer.”

Således vurderer CTA, at ”Kapaciteten
og viljen til at gennemføre et terror-
angreb med relativt enkle midler er
til stede i Danmark.”

Rejser til træningslejre i udlandet
Af CTA’s rapport fremgår det, at PET
holder skarpt øje med islamiske
grupper i Danmark:

”En del personer, som er bosiddende
i Danmark, er desuden rejst til konflikt-
zoner i primært Somalia og Pakistan
med henblik på at modtage militær
træning eller deltage i kamphandlinger
 mod blandt andet international
militær tilstedeværelse og lokale
myndigheder,” konstaterer CTA og
fortsætter: 
”Det er muligt, at nogle at disse
personer vil vende tilbage til Danmark
og bruge deres færdigheder til at
fortsætte med terrorrelaterede
aktiviteter rettet mod danske
interesser.”

Europol: 174 terrorangreb i EU
i 2011
Det europæiske Politisamarbejde,
Europol, har netop offentliggjort
sin årsrapport for 2011 om terror-
situationen i EU.

I lighed med PET/CTA konkluderer
Europol, at: 
”Osama bin Ladens død har ikke
fjernet truslen fra al Qaida-inspireret
terrorisme. I stedet kommer truslen
nu fra enkelte aktører eller små
EU-baserede grupper, som har fået
stigende indflydelse ved at bruge
internettet som en nøglefaktor i
terror-relaterede aktiviteter.”

Det er venstrefløjen, der udfører
terror
Af rapporten fremgår det desuden,
at der i EU sidste år blevet foretaget
174 mere eller mindre vellykkede
terrorangreb.
De fleste, i alt 110, i Frankrig og
Spanien af yderligtgående venstre-
fløjsbevægelser og separatist-
bevægelser som f.eks. den baskiske
ETA.

Heraf stod venstrefløjsaktivister  i
2011 bag 37 terrorangreb i EU,
medens højrefløjen kun tegnede
sig for et enkelt. 
Da Norge ikke er medlem af EU,
er Breivik ikke med i statistikken."

Det är islamisterna som utgör HOTET

En viktig och minnesvärd artikel i Politiken
ett par dagar efter dådet på Utöya:
Selv om fredagens grusomme terrorangreb i Norge
blev udført af en højreekstremistisk nordmand,
fastholder eksperter og det europæiske politi-
samarbejde Europol, at militante islamister
fortsat udgør en langt større terrortrussel i
Europa end højreekstremister.
**
»Mange spørger nu, om der har været for meget
fokus på islamistisk terrorisme.
Men vores klare melding er, at man ikke må
undervurdere truslen fra islamistisk terrorisme,
 og at man stadig skal holde fokus på det miljø«,
siger Europols talsmand, Søren Kragh Pedersen.
**
Europol vil i lyset af terrorangrebet i Norge sætte større
fokus på truslen fra højreekstremister, fordi tragedien
viser, at terrorangreb kan komme fra alle ekstreme
miljøer.
Men Søren Kragh Pedersen understreger samtidig,
at det er meget usædvanligt, at højreekstremister
udfører store terrorangreb.
Det højreekstremistiske miljø bekymrer også Europol,
men normalt begår dét miljø kriminalitet som overfald
og ildspåsættelser.

Terrorforsker Petter Nesser fra Forsvarets Forsknings-
institutt i Oslo mener heller ikke, at trusselsbilledet
ændrer sig stort efter terrorangrebet mod Norge.
»At der er blevet gennemført et meget stort og brutalt
angreb af en person fra højreekstremistiske miljø,
ændrer jo ikke i sig selv på det generelle trussels-
billede. Det viser selvfølgelig, at man er nødt til at
fokusere på alle typer trusler, men den høje trussel
fra militante islamister forsvinder ikke«, siger Petter
Nesser.
**
Den norske efterretningstjeneste PST er siden angrebet
blevet kritiseret for at undervurdere truslen fra højre-
ekstremister, men det afviser chefen for PST.
Europols årsrapporter over terrorangreb i Europa de
seneste år viser også, at højreekstremister ikke har
fyldt meget i trusselsbilledet på terrorområdet.

I 2010 blev højreekstremister ikke noteret for et eneste
terrorangreb i EU, mens venstreekstremister stod bag
45 angreb.
Langt de fleste terrorangreb i Europa blev udført af
separatistbevægelser i især Spanien og Frankrig.
Islamister stod blot bag 3 gennemførte terrorangreb
i Europa i 2010, men 179 islamister blev anholdt for
planlagte angreb rundt om i verden.
Samtidig har islamistiske terrorangreb en anden
karakter end separatistbevægelsernes, fordi
islamisterne oftere går efter at dræbe mange
mennesker.

EUROPOL om islamistiska terrorister

EUROPOL publicerar sin årliga sammanställning
över terrorismen i Europa. Bland nyheterna kan
konstateras att islamismen fått ett eget kapitel.....

En kort sammanfattning:

■ In 2008 one bomb attack with Islamist
terrorist background took place in the UK.
■ Arrests made in Spain, Belgium, France
and other countries were related to attack
planning activities. These plans indicate
that Islamist terrorists aim at causing
indiscriminate mass casualties.
■ A number of member states judge that
they continue to face a high-level threat
from Islamist terrorism for reasons that
include military presence in Iraq or
Afghanistan or accusations of anti-Muslim
attitudes.
■ In 2008, 187 people were arrested on
suspicion of Islamist terrorism. The majority
of arrests took place in France and Spain.
Arrested suspects had a variety of
backgrounds, including North African,
South Asian, Turkish and also European.
■ ‘Home-grown’ terrorism is a cause of
concern. A majority of the arrested
individuals belonged to small autonomous
cells rather than to known terrorist
organisations.
■ Islamist recruitment activities have largely
been driven underground. Radicalisation
activities are noted to have moved from
mosques and other public places into
private spaces. Prisons and the Internet
continue to be locations of concern
regarding this phenomenon.
■ Afghanistan and Pakistan seem to have
replaced Iraq as preferred destinations
for volunteers wishing to engage in armed
conflict.

Of the 1009 persons that, according to information
from the member states, were arrested in
the EU in 2008 on suspicion of involvement in
terrorism, 187 were arrested in relation to
Islamist terrorism. This is a decrease of 7 percent
as compared to 2007, following an earlier
decrease of 21 percent from 2006 (257) to 2007
(201).
The majority of the arrests took place
again in France and Spain, with 78 and 61
arrests, respectively.

The number of member states which reported
arrests related to Islamist terrorism decreased
from 14 in 2007 to ten in 2008. These were
Belgium, Denmark, France, Germany, the
Republic of Ireland, Italy, the Netherlands,
Slovakia, Spain and Sweden.
**
As in 2006 and 2007, the majority of the arrested
suspects came from North African countries,
most notably Algeria, Morocco and Tunisia,
although the share of Moroccan and Tunisian
citizens in the numbers of arrests halved as
compared to 2007. Like for 2007, France
reported a high number of arrests of French
nationals in 2008. Other suspects apprehended
in France in 2008 originated from various EU
member states (55 percent), including Belgium,
Germany, Spain and the Netherlands, and outside
the EU (37 percent), such as Pakistan, Afghanistan
and Turkey.

Terrorism Monitor kommenterar:
The Belgian cell illustrates another major problem,
which is the connection between the Afghanistan-
Pakistan region and the terrorist threat in Europe.
Indeed, as the report states, “Afghanistan and Pakistan
seem to have replaced Iraq as preferred destinations
for volunteers wishing to engage in armed conflicts.”
These recruits pose a threat to European troops
deployed in Afghanistan. Germany, for instance,
is particularly worried about the presence of several
of its citizens (most notably Eric Breininger) in
the region who are allegedly plotting operations
against German troops
(see Terrorism Focus, January 28).

When fighters return – such as members of
the Belgian cell, or members of the Sauerland cell
in Germany – they pose a direct threat to European
security. As expressed by U.S. Director of National
Intelligence, Dennis Blair, “the primary threat from
Europe-based extremists stems from al-Qaeda and
Sunni affiliates who return from training in Pakistan
to conduct attacks in Europe or the United States.”
